SEF provides SMEs, start-ups and scale-ups with a range of favourable financial resources – i.e. start-up grants, seed capital, venture capital, guarantees for bank loans, (micro)credits and grants for special purpuses (e.g. digitalisation, sustainable investments). Besides financial incentives SEF also implements different soft support programmes such as vouchers and upskilling programmes for (young) innovative SMEs.

Through SEFs' StartupPlus Programme, each start-up or scale-up that is granted a financial incentive (start-up grant – P2 or convertible loan - SK or seed capital co-investment – SI-SK) also recieves intensive mentoring/coaching support and gains acces to free-of-charge promotion, networking events, legal and financial services and participation in different accelerator programmes (horizontal, vertical and cross-border accleerators).

The program is co-financed by the Slovenian Enterprise Fund and the European Union, from the European Fund for Regional Development. It is implemented on the basis of the Substantive Support of Fund Recipients (SME) program from 2018 to 2023 within the framework of the Operational Program for the Implementation of the European Cohesion Policy from 2014 to 2020.
